👥 Access delegation to plan changes and management of paid extra services

Service owners can now allow or disallow users with delegated access to perform actions that affect the cost of services.

In this way, users with delegated access can be given greater control over the service, allowing them to change their plan independently, as well as order, change, or delete extra services.

Access is configured either immediately in the delegation form or later on the page with the list of delegated services. Access can be enabled or disabled at any time.
