To clear the cache in Joomla! v adminpanels site open the menu "System" and press "Clear all cache":

To disable caching in Joomla !, in adminpanels site open section "System → General settings", switch to tab "System" and in the block "Cache settings" against "System cache" choose Caching is disabled:
