To clear the cache in Joomla! in the site admin panel, open the "System" menu and click "Clear all cache":
Disable Joomla! caching
To disable caching in Joomla!, in the site admin panel open the "System → Global configuration" section, switch to the "System" tab, and in the "Cache settings" block, select "Caching disabled" for "System cache":
